Costs and pricing

Part of What podcast SEO pricing models really mean explained

What the ICO data protection fee means for podcast SEO budgets

Podcast SEO budget guide: the ICO data protection fee tiers, what they cost a UK show and where the fee sits in your annual spend, with a decision table.

What to take away

  • The ICO data protection fee is a fixed annual cost for most podcast businesses that process personal data, and it sits outside your SEO retainer.
  • LinkedIn's advertising pricing pages give paid social benchmarks you can CAP promotion spend against before briefing a campaign.
  • ASA guidance covers sponsorship reads and paid promotions, so compliance time belongs in the budget from day one.
  • A data and sources line item is now a normal part of a podcast SEO cost guide, not an afterthought.
  • UK teams, England included, should separate fixed statutory costs from variable agency and tooling spend.

The ICO's data protection fee changed how small podcast businesses plan compliance spending. If you process personal data, such as a subscriber list or CRM, you usually pay a yearly fee.

The amounts are set in regulation 3 of the 2018 charges regulations. Tier 1 (micro organisations) pays £52 a year, tier 2 (small and medium organisations) £78 and tier 3 (large organisations) £3,763, and paying by direct debit takes £5 off. An organisation is in tier 1 with a turnover of £632,000 or less, or 10 staff or fewer; it is in tier 2 if it is not in tier 1 and has a turnover of £36 million or less, or 250 staff or fewer; everyone else is in tier 3.

Turnover and staff numbers are measured on the first day of the charge period, so the tier is fixed for that charge period. A sole trader or small production company running a show will usually sit in tier 1, which makes the fee the smallest fixed line in the budget. The amounts are revised from time to time, so check the regulation when you set the year's budget rather than copying an old plan.

That fixed cost is not optional. The fee is required under the Data Protection Act 2018 and the Data Protection (Charges and Information) Regulations 2018, and it applies across the UK, not only in England. The ICO's fee self-assessment gives your tier and the registration step, and the ICO's register of fee payers shows which organisations have paid. The exemptions the ICO lists are narrow: a subscriber list, CRM or listener database used to run the show is not one of them. It is paid once a year, so build the renewal into the annual budget.

Which budget lines sit alongside the ICO fee?

Paid social is the most variable line in most podcast marketing budgets. LinkedIn publishes its own advertising costs and pricing documentation; check it before you commit, because the platform's minimums decide how small a test can be. This is also the line that moves most, while the ICO fee stays fixed.

Paid promotion budget figures

  • £400monthly spend on promoted episode clips
  • £150monthly test budget for a quarter
  • £600monthly scale-up after two months at target

A team paying £400 a month for promoted episode clips should track cost per new subscriber, not just reach.

Paid spend should follow organic SEO work, not replace it. If discovery pages are weak, ads send traffic to pages that cannot convert.

A workable split is a small monthly test budget plus a larger sum released only when performance holds. For example, testing at £150 a month for a quarter and scaling to £600 only after two consecutive months at target gives you a cut-off point that is easy to defend to a finance lead.

What compliance costs apply to sponsorship reads?

Sponsorship reads and host-read ads are advertising, and the CAP Code applies. The ASA publishes advice for businesses covering recognition, disclosure and substantiation. Budget for briefing, scripting and review time, especially if a sponsor makes health, financial or environmental claims. Unlike the ICO fee, this is a time cost that rises with the number of episodes you publish, so it belongs in the variable part of the budget.

Compliance time cost example

  • 2 hoursscript review session per episode
  • £60illustrative hourly rate
  • £120internal cost per episode
  • £4,800internal time across 40 episodes a year

Compliance is rarely a large cash cost, but it is a time cost. A script review session might take two hours. At a £60 hourly rate that is £120 per episode, or £4,800 of internal time across 40 episodes a year. Treat that as an illustrative example, not a market rate.

Disclosure also covers affiliate links, gifted products and discounted placements, not only cash sponsorships. If a guest receives anything of value, the episode notes need a clear label.

Which data sources justify their cost?

Good data sources reduce wasted spend. Analytics platforms, chart data and search demand tools each carry a subscription. Before renewing, ask what decision each source informs. Count the hidden costs too: attribution gaps and the staff time spent building reports.

For most UK-based shows, three paid sources are enough: a rank tracker, a keyword tool and a listener analytics platform. Beyond that, you are usually paying for reassurance rather than insight. These subscriptions renew like the ICO fee, but they are optional.

Should you buy tools or hire a specialist?

This depends on internal capacity. Illustrative agency retainers for podcast SEO run from about £800 to £2,500 a month, while a part-time in-house marketer costs more once you add employer National Insurance and pension contributions. Tools alone rarely deliver results without someone to act on the data. Next to those figures, the ICO fee is the smallest committed line in the budget.

Common questions

Is the ICO data protection fee a one-off payment?

No. It is annual, and the amount depends on your organisation's size and turnover, under the three tiers in regulation 3 of the 2018 charges regulations set out above. Most podcast businesses pay the tier 1 amount.

Do podcast sponsorship reads need ASA-compliant labelling?

Yes. Paid promotions must be obviously identifiable as advertising, and the ASA's business advice explains how to label them.

How do I benchmark paid social spend for a podcast?

Start with the platform's own pricing documentation, such as LinkedIn's advertising pricing page, then set a cost-per-subscriber target you can measure.

Can I run podcast SEO without paid tools?

You can, using free analytics and Search Console data. Paid tools speed up keyword and competitor research but are not essential for a small show.
